Liberia: Police Officers gang rape female detainee
Jan 13, 2007
by Michael Kpayili / Staff Writer

Two Officers if the Liberia National Police have been arrested for allegedly raping a female detainee withheld in police custody in Monrovia. According to a statement from the Liberia National Police, Officers James Mulbah and Henry Sieh are reported to have carried out a gang rape on a female who was detained in their custody at the zone Five Depot in Soul Clinic community. The victim was detained for theft of property.

According to the victim, the officers took advantage of her vulnerability in the silence of the evening hours and forced her body parts thereby making her unable to resist the police officers.

“They change my location at mid-night and took me to a dark room for reasons best known to them. When I asked what could be the reason for my relocation, they asked me to keep quiet and obey. Having no option, I was carried in the dark room by the two officers and later forced me to adhere to their wicked plan. The incident occurs four different times during the same night with each officer coming one after the other,” the victim asserted.

Meanwhile, police Inspector-General Beatrice Munnah Sieh has vehemently condemned the act and described the alleged commission of the rape by officers James Mulbah and Henry Sieh as barbaric and maintained that rape is felonious under the criminal procedure law of Liberia. She intimated that no one is above the law and anybody found guilty of rape will bear the required punishment for such heinous crime.

Authorities of the Liberia National Police continue to inform and advise officers of LNP to exhibit lawful conduct in exercising their duties.

“Officers Mulbah and Sieh will remain disrobed from the police service during the period of court proceeding until the final verdict is passed,” police Boss asserted.

Reports reaching The Liberian Times indicate that the victim is presently excreting and urinating with blood as the result of the alleged gang rape. Family of the victim is calling on relevant authorities to institute speedy trail so as to ensure justice for their daughter.

If officers James Mulbah and Henry Sieh are found guilt of the crime, the appropriate punishment according to the Liberian constitution is life imprisonment.
