Development and methodological issues

It is usually outstanding when ovations for development in society are eminent to public servants. But it could be terrifying and frustrating if methodological issues become hindrance to the success of these ovations. An irresistible truth about development is that it comes with hard and sometimes hash decisions that affect some people in society and while other get pleased. However, this does not negate the fact that development must be professional and methodological. It will be naïve to lambast the intention of madam Broh for having Monrovia and its environ clear and sanitized. The author of Simple Reality National Development thinks that there are some technical problems in the composition of the taskforce headed by Mary Broh. Firstly, the composition of the taskforce should have included urban development practitioners and municipal institutions responsible for managing our environment, such as the EPA, Public Works etc. In the era of “BEST PRACTICE”, city sanitation and development goes with initiatives that do not involve violence and stiff confrontations with community dwellers. The process must be crafted creatively with best methods that are assertive, innovative and consistent with superior and excellent service. This is the best means of getting citizens involve in cleaning their environment.

Development and ownership

Madam Broh intention for establishing sound environment is very incisive but paradoxical to her actions. It is as though clean environment can only be achieved through violence and physical confrontations with community dwellers. In a democratic setting like Liberia, development must emanate from within and through the volition of communities and their leaders. Their commitment is paramount to the success of Madam Broh. No one can solve the problems of indiscriminate wastes disposal at any levels without the involvement of the people it concerns. It is understandable that people attitude towards waste disposal, storage and treatment are intractable. Reasons for which refuse heaps have taken over car roads and created nuisance and health hazards in the capital. It is also clear that the resultant effects of these reckless attitudes are reflected on water, food, air and soil (as either toxic chemicals or pathogenic organisms that are sources of water pollution and threat to health). But we can not attain success through confiscating people’s goods and threaten people’s rights in the name of city development. Taskforce is usually a group of professional people who are temporarily assigned to work together to achieve very specific and clearly defined objectives. The nature of the current taskforce towards resuscitating Monrovia’s environment needs some professionalism. Fierce and ferocious confrontations with citizens must be stopped. Citizens’ rights and dignity are being violated without due respects. People and their goods are being mobilized and flunk into vehicles only because someone is zealous about sanitizing Monrovia. We appreciate the level of passion madam Broh has for her job but the public also needs to be convinced that she has the ability to lead citizens in creating a sound and productive environment. She can not force or oblige people to effect a sudden change; but she can ignite or catalyze the process through creative initiatives and leadership. The author of Simple Reality of National Development believes that public official must be exemplary in executing their work in a proper context. Marry Broh can facilitate programs and projects to address the myriad of environmental problems. We can not just embark forcing people to conform to immediate change. This is impossible. The current environmental problems are tag to many factors amongst which is rapid population growth in Monrovia and the lack of proper mechanism to manage wastes and accompany socio-economic activities. Therefore she can not get attain any sustainable success that will be beneficial in the long run in the way and manner she works. She may get the popularity but not the success. A typical example is measuring the level of her success in the various places she has visited. 20% of those places have gone back to their usual settings and resistance to her operation continues to grow stiff day by day.

Some Clue to Success

Madam Broh needs to form community leadership; teams or groups that could work along with her good intention. These teams and leaders can undertake a low cost wastes collection program and efficiently monitor their communities against indiscriminate waste disposal and wrongful constructions. Similarly, Madam Broh can liaise with the EPA to strategize on wastes separation of solid or semi-solid materials from perishable materials, or restrict garbage (decomposable wastes from food) or rubbish (non decomposable wastes) disposal to specific sites. It is evident that some institutions dispose their combustibles (paper, wood, and cloth) or noncombustible (metal, glass, and ceramic materials) or large wastes (demolition and construction debris) indiscriminately, which also needs to be checked. The Public Works Ministry could be involved on issues on illegal constructions to make people understand the necessity of Monrovia city development and the need to effect the changes that would support community and city development. Once again, the author of Simple Reality of National Development does not support any illegal construction and or waging violence against people in a democratic society
