LIBERIA: Foreign Ministry Resumes New Passports Issuance

The Ministry of Foreign Affairs has resumed the issuance of the new Machine Readable Liberia National Passports at the Division of Passports and Visas of the Ministry following a temporary technical glitch.
Also, the Ministry has reacted sharply with dismay to the Front Page story captioned: “Worst of Both Worlds: Is Liberia Adrift of ECOWAS Protocol? New Passports Pose Dilemma”, in which the newspaper among other things, accused the Foreign Ministry of negating on its obligations to ECOWAS, reference the Passport.
The Ministry would like to reiterate the commitment of the Government of Liberia to ECOWAS and its activities, noting that the Government of Liberia, as signatory to the ECOWAS Conventions and Protocols, is determined to implement fully these conventions and protocols.
However, as indicated during the formal launched of the New Machine Readable Liberia National Passports and subsequently at the Foreign Minister’s recent press conference, this Government inherited a 2005 agreement that it has tried unsuccessfully to cancel through the courts.
According to a Foreign Ministry press statement, the government has therefore been compelled to implement this agreement which has huge financial implication and thus necessitates a delay in the full implementation of the ECOWAS Passports Scheme.
Liberia was one of the very first to launch the ECOWAS Passports in February 2007, which is in circulation alongside the Liberia National Passport.
The Ministry of Foreign Affairs assures the public that as soon as this financial burden is settled, the Government of Liberia will revert to the ECOWAS Passports.
Meanwhile, the Foreign Ministry is encouraging Liberians to start processing their new passports as no Liberian will be able to enter any country worldwide on the Old Liberian National Passports following the end of the April 2010 deadline.
The new Passports which were formally launched by the Liberian Government on November 2, 2009, will meet the global requirements of International Civil Aviation Organization (ICOA) Compliant Machine Readable Passports to be effect by April 2010.
The Ministry discloses that passports forms are available at the Bureau of Passports and Visas and that applicants are encouraged to pick-up their forms and begin the process.
All applicants in the country are required to physically appear at the Division of Passports and Visas of the Ministry of Foreign Affairs where necessary procedures relating to the issuance of the New Machine Readable Liberian National Passports are available.
The Ministry of Foreign Affairs has forwarded samples of the new National ICAO Compliant Machine Readable Passports to various Embassies near Monrovia as well as to Liberia’s Embassies overseas, including Liberia’s Permanent Mission in New York for onward presentation at the United Nations to countries which do not have Embassies in Liberia.
